Lupe Vélez was born on July 18, 1908, in San Luis Potosí, Mexico. She was the youngest of seven children. Her father was a wealthy landowner, and her mother was a devout Catholic. Vélez had a difficult childhood. Her father was often away on business, and her mother was strict and unloving. Vélez was also molested by her uncle when she was a child.

Despite her difficult childhood, Vélez was a determined and ambitious young woman. She began her career as a dancer and singer in Mexico City. In 1927, she met the American film director Raoul Walsh.
